英文中有兩個(gè)詞似乎都對應著(zhù)中文的責任：responsibility和accountability. 一翻譯成中文，看不出意思有什么差別，可是實(shí)際上二者差異甚大。比如煤礦安全，具體說(shuō)起來(lái)應該是礦上安全部門(mén)的responsibility.可是一旦出事，煤礦的頭頭，當地政府的安全部門(mén)官員，甚至當地政府領(lǐng)導全要承擔后果。這些人所承擔的，準確的說(shuō)，是accountability. 再比如：

In fact, YouTube could be seen as a new tool for political accountability. As a G.O.P. official notes, "If you don't say something stupid, you don't have to worry about YouTube." (From the Aug. 28, 2006 issue of TIME magazine)

上面一段話(huà)說(shuō)的是參議員George Allen口誤，被網(wǎng)站YouTube給逮住，無(wú)法賴(lài)賬。所以上文也就是說(shuō)YouTube可以用來(lái)作為強化責任歸屬的新型工具。既然“你不說(shuō)什么愚蠢的話(huà)，就不怕YouTube”，反過(guò)來(lái)看，一旦說(shuō)了什么愚蠢的話(huà)，則會(huì )有人來(lái)糾你辮子，hold you accountable的。

當我們屢屢說(shuō)及“官員問(wèn)責”的時(shí)候，我們或許是在說(shuō)accountability, 而不是responsibility. 在任何其它組織也都一樣，

只有我們明確了accountability的時(shí)候，我們才會(huì )真正讓人對某事認真對待。例如：

Mary is a low performer.

She has a lot of responsibilities, but she is smart enough to find out that her colleagues are held accountable for the mistakes that she makes. (瑪麗的業(yè)績(jì)很差。她的工作范圍倒很廣，可是她這人很聰明，知道她犯下的錯誤總有同事來(lái)替她兜著(zhù)。)

因此，好的組織應該在明確工作范圍的同時(shí)，也明確acccountability. 比如課程設置或許是教學(xué)秘書(shū)的Responsibility, 可是系主任，乃至學(xué)校**都有accountability. 如果設計錯誤，或者不合理，那么這一干人等都難脫干系。而具體負責某事，對其承擔responsibility的人，甚至可以因為資源的不足，或者其它部門(mén)的不配合，而不對最終的結果承擔accountability。這有時(shí)候是職場(chǎng)老油子的脫身之術(shù)，有時(shí)候卻也是實(shí)情。我以前的上司有句名言，這工作范圍是你的，但是責任是大家的。我覺(jué)得很有道理。這并不是說(shuō)哪個(gè)具體負責的人可以不對后果承擔責任，而是說(shuō)所有聽(tīng)到他話(huà)的人都必須提供必要的配合，否則的話(huà)，行政部或許要為財務(wù)部的失誤承擔責任。這是現代組織一個(gè)很無(wú)奈的現實(shí)，每個(gè)人都活在一張或多張網(wǎng)里。你的一舉一動(dòng)或許都會(huì )牽動(dòng)其它部門(mén)。
