今年的超強臺風(fēng)，一個(gè)叫“梅花”，還有個(gè)叫“南瑪都”，前者啥意思好理解，后一個(gè)臺風(fēng)的名字，聽(tīng)起來(lái)總讓人覺(jué)得怪怪的，也不知道到底誰(shuí)取的。

實(shí)際上“南瑪都”作為臺風(fēng)的名字，在2004年與2011年的時(shí)候就已經(jīng)出現過(guò)了，而這個(gè)名字是太平洋島國密克羅尼西亞所提供的，如今又再次出現了。

很多人好奇，臺風(fēng)的名字怎么經(jīng)常都稀奇古怪的，而且好像都不是同一個(gè)國家取的名字，實(shí)際上所有的臺風(fēng)名字都已經(jīng)確定好了，而給臺風(fēng)取名的一共有十四個(gè)成員。

世界氣象組織之下，有個(gè)叫做“臺風(fēng)委員會(huì )”的組織，這個(gè)組織是聯(lián)合國亞洲與太平洋經(jīng)濟社會(huì )委員會(huì )與世界強行組織聯(lián)合主持的一個(gè)組織。

這個(gè)組織建設的宗旨，是為了改善與協(xié)調亞太地區的防災規劃與措施，減輕損失。

臺風(fēng)委員會(huì )建立于1968年，共有14個(gè)成員，除了東亞的中日韓朝之外，還有港澳地區，此外還有東南亞的老撾[澹奕]、新加坡、馬來(lái)西亞、菲律賓、泰國、柬埔寨與越南。

位于太平洋對岸的美國也是臺風(fēng)委員會(huì )的成員，美國本土也會(huì )遭受颶風(fēng)災害，并且美國的海外領(lǐng)地關(guān)島也在臺風(fēng)的影響范圍之內[澹奕]，由這14個(gè)成員為臺風(fēng)取名。

換言之，以前出現過(guò)的臺風(fēng)名字，經(jīng)過(guò)幾年之后會(huì )再次出現。

因為臺風(fēng)委員會(huì )確定的140個(gè)名稱(chēng)全都是英文，而咱們在用這些臺風(fēng)名字的時(shí)候，需要由內地的氣象臺與香港天文臺[澹奕]、澳門(mén)的地球物理氣象臺協(xié)商之后擬定。

因為各國的風(fēng)俗、文化習慣等都不相同，所以提供的臺風(fēng)名字也都千奇百怪，像“玉兔”、“悟空”之類(lèi)的名字就很有中國文化特征[澹奕]，其他成員往往也會(huì )提供能體現自身文化的臺風(fēng)名字。

今年的臺風(fēng)“南瑪都”的名字，來(lái)自于密克羅尼西亞的一個(gè)著(zhù)名神話(huà)傳說(shuō)，有個(gè)叫做“南瑪都”的海上廢墟島嶼[澹奕]，諸如此類(lèi)的奇怪臺風(fēng)名字非常多。

不僅能夠為臺風(fēng)命名，臺風(fēng)委員會(huì )也可以將某些臺風(fēng)的名字剔除。

通常來(lái)說(shuō)，如果一場(chǎng)臺風(fēng)造成了十分巨大的災害，那么就很可能會(huì )被從臺風(fēng)命名庫當中剔除，用新的名字代替[澹奕]，而原來(lái)的舊名則成為那場(chǎng)造成巨大風(fēng)災的臺風(fēng)的專(zhuān)用名字。
