陸戰隊原本受陸軍指揮，直到第一次塔維因戰爭完結后才正式獨立成軍。地球行星聯(lián)合體認為，需要把陸海軍三軍精英集中成一支特種部隊，專(zhuān)門(mén)負責攻略行星。陸戰隊是純粹的戰斗兵器，他們不是保安警衛，他們只負責破壞毀滅。他們不打仗時(shí)會(huì )退回基利安星系的科林，為下一場(chǎng)戰斗作準備

陸戰隊從陸海軍的士兵中挑選新成員。沒(méi)人知道選拔條件，陸戰隊的成員都可以堪稱(chēng)是最優(yōu)秀、最頂級的士兵：陸戰隊隊員皆選拔自宇宙軍、太空陸軍等部隊的頂尖士兵里。而且隊員的選拔標準從未公布于世，一直以來(lái)，陸戰隊的選拔標準都是公民們茶余飯后的話(huà)題。沒(méi)有任何人是自愿申請進(jìn)入陸戰隊的，一直都是陸戰隊招兵辦主動(dòng)找到候選人并通知他們已經(jīng)成為了陸戰隊的候選隊員。

3、海軍（Navy）

UEE三軍之中最龐大最廣為人知的一支。海軍負責運送軍事物資，保護邊境和在UEE各星系執行軍事行動(dòng)。海軍人員遍布帝國幾乎所有星系。人類(lèi)擴張之初，海軍的角色只是維持治安，搜救遇險船只。人類(lèi)發(fā)現巴伮后，政府認識到海軍要名副其實(shí)，海軍艦艇數目也就開(kāi)始不斷增長(cháng)，成為人類(lèi)軍力最顯眼的像征。

備注: 飛行員最少也是中尉，通常最高至上校。航母由上將指揮。每個(gè)編隊由一艘航母，各艦載機隊和后勤人員組成。部份航母有駐艦的對地作戰專(zhuān)家。

到海軍報名的人數隨著(zhù)源源不絕的飛行員故事和影片而大幅上升，即使在第一次塔維因人戰爭的征兵前也沒(méi)有兵源不足的問(wèn)題。梅塞爾皇朝期間，UEE軍方不斷膨脹以支撐皇帝對開(kāi)疆拓土的病態(tài)欲望，其中尤其是海軍最為臃腫。

架構上，UEE海軍的基礎是中隊。中隊隸屬于母艦和后勤船只。艦隊由提督指揮，艦載機隊則歸大隊長(cháng)指揮。

海軍新兵在基利安星系的麥克阿瑟上的學(xué)院和新兵訓練營(yíng)接受訓練。

（四） 立法部門(mén)（Legislature）

簡(jiǎn)單來(lái)說(shuō)，最高秘書(shū)長(cháng)（High-Secretary）和議會(huì )（Congress）是管理帝國的基礎，包括所有政府部門(mén)，委員會(huì )等等。

1、最高秘書(shū)長(cháng)（High-Secretary）

最高秘書(shū)長(cháng)統轄UEE境內任何和政府有關(guān)的信息和基礎設施，不論通訊，交通，排污，電力，農業(yè)，教育，乃至于各類(lèi)法案等等，都算在他身上。和UEE根基攸關(guān)的一切事項，都會(huì )先在議會(huì )內進(jìn)行討論和修改，然后傳到秘書(shū)長(cháng)那里等候呈交給皇帝。

2、議會(huì )（Congress）

議會(huì )由議員構成，對皇帝和國家政體負責，帝國憲法的制定與修改的主要行使組織。議員由所屬星球的公民（Citizen）投票選出，大部份時(shí)間都待在地球出席議會(huì )。有時(shí)候，特別是選前，也會(huì )回選區和選民交流。議員在法律上是無(wú)權干涉地方立法或官員任命的，但桌面下的他們卻有著(zhù)巨大的影響力。

UEE統治很多星系。每個(gè)星系有幾顆行星。有些行星適合改造定居，有些適合開(kāi)采資源，有些不過(guò)是一塊石頭。

當一顆行星的居民達到一定人數或有一定程度的重要性，例如生產(chǎn)珍貴獨特的礦物，可以申請政府認可。成功的話(huà)，這顆星可以選擇一位公民成為議員代表它到位于地球的議會(huì )發(fā)聲。議員任期五年，可以連任。只有人口最多最重要的行星才會(huì )獲分配多個(gè)議員席位。地球的議員席位最多，有五個(gè)。

3、無(wú)議席行星

遠離人口中心的生活是相當艱苦的。當帝國審查官認定一個(gè)新行星為適居星球后，第一批居民通常是行星改造隊員。規模較小的改造公司往往以土地報酬吸引員工。在那之后測量師會(huì )來(lái)勘探有沒(méi)有罕有礦物或多個(gè)躍遷點(diǎn)之類(lèi)的，讓行星有潛力成為人口中心的特質(zhì)。他們在賭這顆行星會(huì )不會(huì )成為下一顆泰拉，如果賭中了，那么自己就一躍龍門(mén)身價(jià)十倍了。測量師們通常一邊探勘一邊占地; 探勘出來(lái)不值錢(qián)的地便隨手拋棄。同一時(shí)間，行星居民也慢慢增加; 窮困人口簽下勞工合約后被送到星球上，尋找重新開(kāi)始的機會(huì )。

這些星球遠離帝國軍方和帝國政府的視野所及。這既免去了商人的稅務(wù)開(kāi)支，也讓山賊海盜甚至剜度爾有機可乘。

這類(lèi)星球通常會(huì )成立行星政府或邊境政府，以市為單位，劃分區域。通常管事的是總督或市長(cháng)，不同的市之間互相敵對猶如打仗的情況并不少見(jiàn)。這些城鎮通常設有執法人員或民兵。好運的話(huà)，會(huì )有名警長(cháng)或治安官帶頭，不然居民就只有在危急時(shí)自發(fā)團結起來(lái)了。情況有點(diǎn)像未來(lái)的西部大開(kāi)發(fā)。

P. S：泰拉和基利安都是人口大數星系。

2nd P. S：UEE里住著(zhù)各種各樣的人。想想今天地球上存在的不同民族，宗教和背景，然后乘以SC世界中百多顆行星，再加上日后增加的星系，可以想象到UEE境內政治及社會(huì )生態(tài)有多復雜。

UEE現在所知的民族已經(jīng)溶為一體，取而代之的是對星球的認同感。語(yǔ)言和名字流傳了下來(lái)，但也經(jīng)?；旌推饋?lái)。
