蓋世太保最早產(chǎn)生于德國的普魯士和巴伐利亞二個(gè)邦。1933年納粹黨執政后，納粹二號人物戈林以普魯士邦內政部長(cháng)身份接管邦警察局，他把政治警察、諜報警察和刑事警察中政治特別部門(mén)合并，組成秘密警察處。
